Taken literally, it even suggests human intelligence is impossible. After all, our thoughts originate from a bunch of neurons following instructions and passing information between each other. And each individual neuron isn't any more intelligent than any other cell and can't be said to "understand" our thoughts any more than the man in the Chinese Room understands Chinese.
