The environment is an unpriced externality so it has to be controlled by the government. Also, the needle starts moving with Tesla, Volt, GM etc. Breaking into electric. The government has helped there too. I am a libertarian and I am totally ok with that. Market solutions will almost always be better than government ones BUT some things can't be solved by the market. Whether perverse incentives or unforeseen issues, I would rather a gov solution than no solution and am not averse to a combination
