I strongly disagree. It will crush nine out of ten with it's weight, and that last happy one will build a catapult with that weight to fling himself into a bright future. But that is not worth ruining the nine others.
Poverty makes you worry. You ask yourself questions like how you will pay the rent next month, how to buy affordable food, how to deal with social deprivation because of lack of money. That worrying paralyzes, and destroys so much potential.
University of Kentucky did a load of research on exactly this (wish I had the link). They have measured data and science to back what you're saying here. Truth.

University of Washington (in my backyard) also has a poverty research center.
A central take away, if you don't feel like reading is that poverty makes everything else in life at least 2x harder. It's like compounding interest on debt.
That research is one reason I support universal basic income.
Mh, I also support universal basic income. I think it would make our society hugely better for nearly everybody, except for maybe the very rich. I can only dream of all the stuff that we would have if people didn't need to worry so much.
On the other hand, worrying and doubting makes one submissive, and there are people who profit from having others working for them. So, I expect strong opposition to universal basic income.
