I usually am critical of tech "perks", mostly from the bad taste in my mouth that foosball tables and free junk food from the dot com era left...

But that, good sir, is probably one of the smartest tech perks I've ever seen. Kudos.

I really like that policy. It's clear what's allowed, what's definitely not, where the gray areas are, and who to talk to to get answer.

That's awesome. Every tech company should do this for their technical employees. Heck, why shouldn't the sales guy get unlimited books related to his job. Such a small cost compared to the potential rewards.
