Expanding the supply of housing in cities is good, but in a free market the homes will be occupied by productive people who can pay for the housing, not vagrants. There are many people who work in cities like SF and NYC who commute, sometimes long distances, because they cannot afford to live in those cities. They would be the natural buyers and renters of new housing, and vagrants camping out on the streets should not be given preference over them.
