Ideas like this have been around for a while, but never seemed to take off. Maybe in the era of kickstarter and similar things, it's more likely to succeed.

It's likely to work better for existing projects that need extra work, though, because it's not going to be easy to get people involved in something that doesn't even exist as a proof of concept.
