I don't see why you are getting downvoted, this is a legitimate question. Sublime is certainly not an IDE. AFAIK it can not do any of the things that make IDEs worth using : automatic refactoring, statistical analysis of your code, ... (not that it tries to). It is a text editor with plugins. The barrier to entry is way lower than for something like vi or Emacs and that's it.
